The Environmental Services Association (ESA) contacted its members this week to raise the alert following a number of incidents this year of sleeping persons found in bins.

Six incidents have been recorded so far by the ESA's Health & Safety Committee. These have arisen in a number of different containers including wheeled bins, skips and front end loaders and in each case, the individual died when the container they were found in was emptied for treatment and disposal.

Tony Windsor, Managing Director, Windsor Waste Management says: "We all need to be aware that this is happening and, where feasible, take steps to prevent the possibility of such incidents. These are generally more frequent in winter and nobody wants to experience injuries or fatalities on their premises, least of all over Christmas".

HSE, in conjunction with the Waste Industry Safety and Health (WISH) Forum, has produced guidance which is available on the HSE website.
